The short answer
An Employer of Record can suit a business that wants local employment administration without operating its own South African employer entity. Your own entity may suit a sustained local operation with the resources to run payroll, finance and HR. Compare the full costs and responsibilities over your planned hiring period; there is no universal eight-to-fifteen-person switching threshold.
Updated: 9 September 2026. Compare costs using your own quotes, then assess who will handle payroll, HR and local administration. Compare the current EOR provider shortlist before obtaining written quotes.
Use the EOR-versus-entity cost calculator to model your hiring plan.
What each route requires
| Area | Employer of Record | Your own entity |
|---|---|---|
| Employment agreement | A named South African employing entity signs under the agreed model | Your local entity employs the worker |
| Daily management | Your business directs the work | Your business directs the work |
| Payroll and records | Provider handles agreed administration using your inputs | Your entity operates payroll or appoints an administrator |
| Corporate administration | Check your own obligations for the activities performed | Local company filings, tax registrations, banking and records |
| Employment disputes | Provider and client responsibilities depend on law, structure and contract | Your employer entity leads the process with appropriate advice |
| Cost shape | Per-employee or salary-based fees plus setup and extras | Fixed overhead plus variable payroll, HR and operating costs |
| Timing | Depends on candidate readiness, documents and provider checks | Depends on formation, registration, banking and operating readiness |
Compare the costs for your hiring plan
Enter your quotes and assumptions to compare EOR with your own South African entity. The model assumes the same headcount, salaries and salary on-cost allowance throughout the period. It applies no tax rates or live exchange rates automatically.
One currency throughout: convert quotes using the same dated FX assumption and include any irrecoverable VAT in the relevant amounts. Do not count the same cost in more than one field.
The interactive results need JavaScript. The formula and responsibilities below remain available without it.
Changing the currency changes labels only. It does not convert the figures you have entered.
Operational complexity and legal or tax exposure are not assigned a price or risk score. The cheapest modelled route may not be suitable. Your entries are used in this page and are not submitted by this calculator; they are not saved when you leave or reload.
Enter the required figures, review any zero allowances, then calculate.

Headcount crossing point
Gross pay = employees × months × average monthly salary. Salary on-costs = gross pay × your allowance percentage. Each total adds administration fees, other per-employee charges, setup, prorated annual overheads and exit allowances. Calculations use unrounded values; displayed money rounds to two decimal places.Show the calculation
Annual overheads are spread over the chosen period, which may differ from actual billing dates. There is no discounting, inflation, salary growth, hiring ramp or cash-flow schedule. Use a monthly model if those assumptions matter.

How the break-even formula works
Use one currency and one planning period. Let N be constant headcount and M the number of months. Let F be the monthly EOR fee per employee, V the entity’s monthly variable administration cost per employee, and A its annual fixed operating cost. Let SEOR and Sentity be the route-specific setup costs.
EOR administration cost = SEOR + N × M × F.
Entity administration cost = Sentity + (M ÷ 12) × A + N × M × V.
If F is greater than V, the administration-only break-even headcount is [Sentity − SEOR + (M ÷ 12) × A] ÷ [M × (F − V)]. A fractional result is a mathematical crossing point, not a recommendation to switch. If F is no greater than V, this model has no headcount-driven saving from lower variable entity fees; compare the totals directly.
This simplified formula assumes constant staffing and fees and spreads annual fixed costs over the period. Build a monthly schedule if headcount changes, annual fees are payable upfront, setup charges apply per hire, fees depend on salary, or commitments extend beyond the period. Add differences in recruitment, salary, benefits, statutory costs, FX, VAT, management time and exit or transfer costs before deciding. Show refundable deposits separately as cash tied up.
The inputs must come from dated quotes and a documented staffing plan. No default provider price or guaranteed switching headcount is implied. Our EOR cost guide provides the components to request.
Company registration is only one line item
Use CIPC’s official guidance for the registration and annual-return process. Professional setup, payroll, accounting, banking, employment support and internal management can matter much more than the basic filing fee. Obtain scope-specific quotes rather than converting unsourced rand figures into sterling.
The responsibilities that cost comparisons miss
Someone must own compliance. Identify who maintains company records, supplies payroll inputs, checks filings, manages leave and coordinates employment advice. Outsourcing payroll does not make these responsibilities disappear. Start with SARS employer guidance and agree named owners.
An EOR is not a blanket transfer of liability. Check the employing entity, actual working arrangement, indemnities, client instructions and dispute-support scope. Read our termination and CCMA guide and have the proposed contract and process reviewed where appropriate.
Tax exposure depends on the facts. Using an EOR does not automatically remove permanent-establishment risk. Review the activities, decision-making authority and place of business against the UK–South Africa treaty framework with your advisers.
Employment conditions still matter. Confirm applicable legislation, sector requirements and bargaining-council rules. Our BCEA guide introduces the questions; the official Act page is a starting point for the legislation.
Signals to review the structure
- A stable hiring plan makes ongoing local infrastructure worthwhile.
- You have HR and finance capacity or budget for qualified local support.
- You need local contracts, premises, customers or licences beyond employment.
- The EOR’s benefits, systems or scope no longer fit your requirements.
- A complete comparison shows an advantage after setup, management and transfer costs.
Remaining with an EOR may make sense while testing the market, operating across multiple countries or lacking local administration capacity. A small team or a highly paid individual does not produce the same answer for every provider’s fee model.
Plan a transfer before ending the EOR agreement
- Have advisers determine whether transfer rules apply and how continuity of service is treated.
- Reconcile leave, benefits, payroll balances and any accrued obligations.
- Agree the employment documents and communications with the affected employees.
- Complete required registrations and payroll readiness before the transfer date.
- Agree deposit refunds, provider notice, data transfer, IP, equipment and access.
- Budget for any overlap and choose a realistic date with the outgoing provider.
Timing is arrangement-specific. Do not assume that a new contract resets service or that every transfer can be completed within a fixed number of weeks.
Frequently asked questions
Can we use both models?
Potentially. You can assess different routes for different countries or business needs, subject to the contracts and local requirements. Define the employer and responsibility split for each worker.
Does the UK company need to own the South African entity?
Take advice on ownership and corporate structure before registration. Tax, reporting, control and any local requirements can affect the choice.
Is an entity cheaper for one senior hire?
Compare the actual proposals. A salary-based EOR fee can behave differently from a flat fee, while entity administration has fixed and variable components. Include management time and the intended duration.
